In practice
A ha-ha is a boundary dug rather than built. It is a ditch with a vertical wall holding up its inner side, so from the garden the ground seems to run on unbroken, while an animal on the other side meets a drop and a face it cannot climb. It is also called a sunk fence or deer wall, though calling it a fence misleads: nothing stands up to be seen or leaned on. The barrier works on the animal's eye: deer judge depth poorly and have real difficulty gauging the distance a jump needs, and a hidden landing is exactly that weakness.
The working height is the wall and the ditch width taken together, not the wall alone. Fences must stand about 2.4 m (8 ft) to turn deer reliably; at 2.1 m (7 ft) they are only discouraged, and further below that the likelier one is to jump. A run built to a comfortable garden-wall height, without counting the ditch, is a decorative trench, not a barrier. Room to build speed matters too: deer will jump into an enclosure once there is space to land in, so a long straight approach along the outside face is a fault. Against stock the same shape answers what fences get wrong: no wire to lift, no gap to root beneath, no rail to lean over.
Digging a trench and retaining a soil face is beyond hand tools, and a long or tall run wants an engineer's judgement. It costs far more per metre than wire and posts, so it usually runs only where the view is worth the money, with plain fence carrying the rest. The ditch can drain as well as exclude, but only cut along the level; down the slope it gathers runoff instead of spreading it. Either way it needs a fall and an outlet rather than being closed at both ends, or water stands against the wall. The real risk is silent: the barrier is the drop, and silt, leaves, snow and slumped bank shorten it while it still looks sound. Care means measuring to a set depth on a schedule, not walking the line and looking.
