In practice
A dam without an outlet can only fill and spill. A lock pipe changes that: a pipe laid through the base of the dam wall with a valve on the far end, so opening the valve lets stored water run out downstream under its own weight. No pump is involved: the water already sits higher than where it is going. It turns a pond from something merely held into something that can be spent, fed into channels and beds through a dry spell or used to wet ground ahead of a fire.
Two decisions settle whether it works, and both come before the dam does. The pipe must lie on the pond bottom, because anything higher strands every drop below it for good. And it has to be cast into the wall while the dam is being built, since it passes through the embankment and cannot be threaded in afterwards. Below the outlet there has to be fall and somewhere the water can usefully go: a channel at a gentle grade, about one in three hundred, fed at a rate adjusted as the pond drops so it stays full. The flow is tended rather than set once.
The soil packed around the pipe is often the weakest part of the whole dam. Water works along the outside of the barrel and cuts a channel through the wall, which is how many dams are lost. The defences are collars that lengthen the path seeping water must travel, or a filter blanket round the pipe that gathers seepage and carries it out harmlessly, plus heavy tamping of the fill. A wet patch at the foot of the wall near the pipe is the warning, and it threatens the embankment rather than the fitting. Sediment, slumped bank and flood debris all find the inlet, so a coarse strainer covers it. A valve nobody opens is a valve nobody knows is seized, so it is worked on a schedule rather than saved for an emergency, and a low water level before a hard freeze can form an ice plug that strands the release until spring. Building one is engineering work, not a first project.
