In practice
A spillway is the route water takes when a pond or dam is already full and more is arriving. It is never built alone: the standards treat it as a required part of the pond or dam. It has two jobs. The first is to carry the surplus past the earth bank instead of over it, because water running over the top of an earth bank cuts into it, and that failure is total. The second is to hand that flow on gently, since water leaving in a concentrated stream cuts a channel into whatever it lands on.
Spreading is how the second job is done. The crest is a sill built dead level along the contour, turning concentrated flow into a thin, slow sheet; the longer the sill, the thinner the sheet. Level is the whole specification: one settled or scoured low point and the water gathers there and starts cutting again. Sizing is engineering rather than judgement, worked from the rain a chosen storm drops in 24 hours. The pond guidance asks for at least 30 cm (1 ft) between the flow level in the spillway and the top of the settled bank, twice that where the catchment runs beyond about 8 hectares (20 acres) or the bank stands over 6 m (20 ft), and an exit channel wide enough, around 2.4 m (8 ft), to keep the water too slow to erode.
Grass is the cheapest surface and the one that fails first. It suits ground with good cover, but must be mown so trees and brush cannot root in it and fenced so stock cannot walk it: a path worn across a spillway is a known route to losing the cover and then the dam. Where the drop is too great for grass, rock armour or a stilling basin takes over. A pipe or drop-inlet route needs a screen against floating debris, which can block the outlet. Below the sill, a planted strip turns the spread water into soakage rather than a new gully. Upkeep is an annual look at pipes and valves, clearing debris, repairing scour at once, and re-levelling the sill as it settles.
