A building's strength depends on how its parts work together. Strong walls alone do not establish that the roof, doors, windows, and foundations will perform as needed. A purpose-designed storm shelter has a different role from a convenient interior room, and its suitability needs to match the hazard it is intended to address.

Trees can provide everyday shelter from wind while also requiring attention to condition, location, and potential failure near buildings.
Consider a household with an identified refuge, an accessible route to it, and essential supplies available there. That arrangement turns a building feature into a usable protection system. A refuge that cannot be reached quickly by every household member may fail its practical purpose.

Structural protection and storm shelters require qualified assessment appropriate to local conditions. Storm protection complements everyday shelter and maintenance, but its defining purpose is keeping people safer during the events that place the greatest demands on the site.
